Phillip is the 7th child of Thomas Joseph Germain and Marceline Elisabeth Jolicoeur. He was born on November 13, 1885, in Fort-Coulonge, Quebec. In the 1900 and 1910 census he is living with his parents and siblings. He is living in the Upper Peninsula of Michigan and is working as a Laborer in the Sawmill. On September 12, 1918, he completed his draft card saying he was naturalized, he is of medium built, blue eyes and brown hair. In 1930 Phillip is living with his nephew Frederick Leo Germain, his wife Julia and their 2 children. Frederick is the son of Thomas Paul Germain. In 1942 he completed another draft card. He is 56 years old and lists he is living in St. Ignace, Mackinac, Michigan, and his sister Mary Derusha is his nearest relative. He is also working for D.W. Murray also in St. Ignace. Phillip never married nor did he have any children.
At the age of 59 he passed away from Uremia. Uremia is a condition where there are abnormally high levels of waste products in the blood due to kidney failure. He lived at the time at 500 E Portage Ave, Sault Saint Marie. The house is no longer standing. He was buried on October 27, 1945, and is buried at Riverside Cemetery.
