The son of Jonathan & Catherine (Limber) Peck, in 1860 he was a teacher living with his family in Belfast Township, Fulton County, Pennsylvania.

A Civil War veteran, he served two terms of service:
1. Drafted in McConnellsburg, Franklin County, October 16, 1862, and mustered into federal service at Camp McClure in Chambersburg November 4 as a private with Co. I, 158th Pennsylvania Infantry (aka "Drafted Militia"). He soon transferred to Co. K, promoted to corporal, and honorably discharged with his company August 12, 1863.
2. Enlisted as a substitute and mustered into federal service October 5, 1864, as a private with Co. D, 19th Ohio Infantry, and honorably discharged with his company June 8, 1865.

He married Minerva A. Rudy in 1868 and fathered Cora F. (b. 11/20/69 - married Fredus Rilay Merrell), Algy Ray (b. 04/23/73), and Adnah L. (b. 03/07/76). By 1870 and likely before, he was living in Darke County, Ohio but in 1900 resided in Indiana. He returned to Darke County, Ohio, prior to his death.
