The son of Augustus & Susanna (Louck) Rupley, his date of birth is subject to debate. Two Ancestry.com family trees report the date used here, but an application for a headstone claims September 15, 1842. The 1850 and 1870 censuses list a ca. 1845 birth year and the 1880 census claims 1844. Hence, the 1844 date used here. In 1850, he lived with his family in Union Deposit, Dauphin County, Pennsylvania, but is not found in the 1860 census with any certainty. A laborer by trade, he stood 5' 7" tall and had light hair and gray eyes.

A Civil War veteran, he enlisted in Newport, Perry County, August 24, 1861, and mustered into federal service at Harrisburg September 19 as a corporal with Co. H, 47th Pennsylvania Infantry. He re-enlisted as a Veteran Volunteer October 19, 1863, at Key West, Florida, promoted to sergeant October 29, 1864, and honorably discharged with his company December 25, 1865, at Charleston, South Carolina.

He married Emma Margaret Sheets April 6, 1873, in Duncannon, Perry County, and fathered Frances E. (b. ?), Walter Brown (b. 05/14/74), Charles Augustus (b. 11/18/74), Annie Eliza (b. 04/22/78 - married David Conklin), Catharine Buehler (b. 03/22/85), Harry Buehler (b. 03/22/85), Marie M. (b. 10/20/88), and Daniel Bacon (b. 05/21/90). On July 9, 1909, he entered the soldiers' home at Johnson City, Tennessee, but those records do not indicate why he was in Atlantic City, New Jersey, at the time of his death.
