Phoebe was the daughter of Benjamin Wise and Abigail (Rawley) Firman. Phoebe married James Harrison Munroe in Richford, Waushara, Wisconsin on July 28, 1861. She was the mother of five children: Cora Belle, Arthur John, Frederick Lester, Alice Elizabeth, and Roscoe Conklin.
