Keith was the s/o the late William H "Bill" Wagner and Betty Washington Robinson Wagner, who survives. Also surviving is his wife, Vickie L Gilkerson Wagner of Iaeger, WV. He graduated from Big Creek High School, and Bluefield State College with a degree in music education. He served two terms in the West Virginia State Senate representing the Sixth Senatorial District. He was deputy commissioner of the West Virginia ABC. He was director of Iaeger High School's Band of Gold, recognized throughout the southeastern U S. He was the "Voice of the Raiders" for Riverview (WV) High School in Bradshaw, and an agent for Nationwide Insurance in Iaeger and Welch. He was charter President of Tau Kappa Epsilon Fraternity at West Virginia Technological Institute, Montgomery, WV, and the Berwind Masonic Lodge No 141.
