Oscar Smith was the third of six children born to James and Myrtle Smith. By 1920, Oscar had moved to Portland, Oregon with his parents and siblings.

During World War II, Oscar was enlisted in the U.S. Navy, serving as a Motor Machinist Mate 3rd Class (MoMM3c). According to oral history, the ship Oscar served on was so badly damaged in battle that he, along with other men, were forced to float in the ocean for several days before being picked up.

In 1950, Oscar married Maxine Elizabeth (Davis) Kernan (1912-1992), who was previously married to Delmar Clair Kernan (1908-1979), and was the daughter of William P. Davis (1876-1960) and Mary Magdelene Williams (1883-1968).

Soon after their marriage, Oscar and Maxine moved to moved to Vancouver, Washington, where Oscar owned an opperated a general store. Although they would have no children together, Oscar and Maxine were happily married for twenty-six years, living in Vancouver.

Oscar passed away on the 16 May 1976 in Vancouver; he was buried in Willamette National Cemetery. His wife, Maxine passed away sixteen years later in Phoenix, Arizona, and was buried next to her husband in Willamette National Cemetery.
