Effie was born in Sacramento, California to Joseph Edward Kennedy and Mary Budd. She was the 5th of 7 children - John b 1853, Nancy b 1859, Joseph b. 1861, Tressa b. 1865, Inez born in June, 1869 (lived only 2 weeks)and William b. 1871.

In March, 1879, her younger brother, William, died. That same year her family moved by covered wagon to the Fifteen Mile Precinct of Wasco Co, Oregon. Effie and her sister, Tressa, walked behind or beside the wagon carrying the cast iron stew-pot between them, to save weight in the wagon.

Shortly after arriving in Oregon, Effie's oldest brother, John, died of lockjaw when he was 27 years old. 10 years later, her oldest sister, Nancy, died at the age of 30. Neither had ever married. Her parents died in 1904 (Mary) and 1907 (Joseph). Her sister Tressa died in 1926 and brother Joseph died in 1930.

On July 24, 1886, she married Henry Ponting. They had 2 daughters, Hester Ann Clara born December, 1886, and Esther Ann Martha "Martha" born January, 1889. Henry died in January, 1897.

On November 15, 1897, Effie married Benjamin Franklin "Frank" Mitchell. With him she had three children, Maude Mae born June, 1899, Joseph James born January, 1902, and Benjamin Franklin Jr, born July, 1904. She buried her youngest son, Ben, when he died of cancer at the age of 19. Her husband, Frank, died in 1930 and was buried next to their son.

In 1904, Effie's oldest grandchild, Eva, died at the age of two, tragically when her nightgown caught on fire.

Effie finally married Charles Collett, who died in Umatilla Co, Oregon in 1951.

Effie was remembered by her great-grandchildren as "Grandma Collett". She lived her last years in an assisted living facility in Gladstone, Oregon. She only had room for a nightstand and a bed, but used the drawer of the nightstand to store little toys for her great-grandchildren to play with when they visited. A favorite was a little turtle toy, which the head and legs bobbled about when the toy was moved.

In spite of the hardships she faced, and having outlived all her siblings, 3 husbands, a son and a grandchild, Effie maintained a positive outlook on life and is remembered as being a very happy person. Her picture shows an impish smile and a face full of love.

Effie L. Collett, a Gladstone resident for the last three years, died at a local rest home. She was born March 8, 1867 in Sacramento, California. Mrs Collet was a resident of Eastern Oregon near Dufur and Mosier until moving here to Gladstone. Survivors include a son, Joseph Mitchell, in Chehalis WA; three daughters, Mrs. Hester Rutherford and Mrs. Martha Stokes of Oregon City, and Mrs. Maude Petty of Gladstone. There are also 11 grandchildren, 19 great-grandchildren, and six great-great-grandchildren.
Mrs. Collett was a member of the Christian church. Services will be conducted at the Portland Memorial Chapel at SE 14th and Bybee streets, Thursday, May 14, 1953 at 1:30 PM with Holman Hankins-Rilance Funeral Home, Oregon City, in charge of the arrangements. Vault entombment will follow there. Rev. Nelson Cole will officiate, and Miles Burleigh will sing.
