She was raised in the Irish Channel district of New Orleans. Kay was a graduate of Redemptorist High School, and she attended Loyola University. She was married to William Ross Bullen, Jr. for forty-eight years and together, they raised four children.
Kay was an active volunteer in the Lafayette community. She served as Room Mother for her children's classes, Den Mother for her sons' cub scout den, and Troup Leader for her daughter's brownie and girl scout troop. She was a Member of En Avant, a Sustaining Member of the Junior League of Lafayette, and a past President of the Auxiliary of the Lafayette Association of Professional Landmen. She also served several decades as a volunteer on the Maids' Committee of the Lafayette Townhouse Krewe of the Troubadours.
