Born the first of nine siblings; William David McNeill, Jr. was born in Abbeville, S.C. on November 28, 1922. Bill was the son of William David McNeill, Sr. and Carrie Metts McNeill. He graduated from Sharon High School in Abbeville, S. C. and attended George Washington University in Washington, DC. He joined the Navy in March of 1941. Bill served 30 years in the US Navy and was aboard the USS Princeton and the USS Essex aircraft carriers. Bill was a pharmacist in the Department of the Navy in Washington DC, where he was proud to fill prescriptions for president Dwight D Eisenhower. He was a medic at the base hospital in Puerto Rico, where he actually delivered a baby boy while on one of two tours of duty. He worked with I E Dupont for 27 years as a drug representative in Virginia. He lived in Manassas, VA and was very active in his church and served on the church vestry. He retired and moved to Murrells Inlet, S.C. where he loved to golf, garden, and grow roses. He was an active member of the Church of The Resurrection Surfside since 1988. He was chairman of the Men's group there for 7 years and also made pancakes for the Shrove Tuesday Pancake supper for many years. He is a lifetime member of the Veterans of Foreign Wars, American Legion, and the Fleet Reserve Association.

He is predeceased by his wife, Emma Richards McNeill, who was also a member of the US Navy. Siblings, Marion and Ellen, predecease him, along with a stepson, Scott Stroupe. Surviving are; his wife Frankie Jones Stroupe McNeill of Murrells Inlet, SC and children William Richards McNeill (Debbie) of Cape Coral, Florida and Lynda Dotterer (Jay) of Sicklerville, New Jersey. Also, stepson Tom Stroupe (Vicky) of Murrells Inlet, SC. He is survived by siblings, Charles, Lowrie, George, Minnie, Virginia, and Eunice. He is survived by four grandchildren and eight great grandchildren and one step grandchild.

Funeral services will be held at the Church of the Resurrection Surfside at 2 pm on Thursday, August 7, 2014. The family will receive friends in the church commons after the service.
