He died after suffering from injuries received in a mine accident on April 2, 1920. He was a coal miner. For about one year around 1910, he moved to the Knobs in Monroe County, West Virginia, and lived near his brother Henry Jefferson Lockhart, but later moved back to Richlands, Virginia.

Bill married Rebecca Watson and had one daughter Zella Lockhart, born about 1911. After Rebecca died in 1913, he remarried to Vicie Elizabeth Lowe Christian on August 27, 1914 in Tazewell County, Virginia and had another daughter Cassity Mae Lockhart, born on June 7, 1916. He remarried to Margaret White on April 17, 1918 in Cedar Bluff, Tazewell County, Virginia.
