Carl Pinckney Teel was born on June 29, 1919, in Spring Garden, Illinois to Carl Marion and Elva (Newcomb) Teel. He was the first born of 4 brothers: Carl, Dale, Elvan, and Owen. All served in the United States Military.

Carl enlisted in the United States Navy, on August 10, 1937 in St. Louis, Missouri (service number 336-99-54). He completed Naval training at Great Lakes after enlisting. He was then sent to Keyport Naval Station, Kitsap, Washington, where he qualified as a diver. Naval Muster reports of 29 February 1939 show he was assigned to the U.S.S. Maryland, a 32,600 ton Colorado Class Battleship. He was a Fireman First Class which was a part of the Engine Room Force and could entail a large variety of arduous duties in the engineering department. These men were paid at a higher rate than their deck counterparts because of the more strenuous nature of their work. The U.S.S. Maryland operated in the Pacific and along the West Coast during the 1930s.  Carl was assigned ship duty aboard the U.S.S. Maryland and when on shore duty was at Keyport Naval Station. Fireman First Class (F1) is the designation on Carl's military marker.

Carl was honorably discharged on September 2, 1941. He stayed in the Kitsap area and was working as a machinist at the Keyport Naval Torpedo Station. Carl continued working there during World War Two when the Keyport Naval Station grew in size and played a key role in providing torpedos for the war effort.

After World War Two ended, Carl established his own contracting business in 1946, Teel Brothers Contractors.  They branched out into landscaping and later became one of the largest construction companies in the area. Carl was the sole owner of the company.  His brother Elvan "Al," a Naval aviator, worked along side of him until 1949 when he returned to flying.

Carl married Louise Estella Gibson twice. They first married on January 25, 1942 in Kitsap County, Washington and later divorced. They remarried September 6, 1953, in Kootenia  County, Utah, though both were still living in Washington at the time. They had 2 daughters.

Carl Pinckney Teel died April 25, 1962 after suffering a heart attack at his home in Bremerton, Washington. He had a previous heart attack 6 months earlier and had not been working since then. It was known that he had been suffering from coronary sclerosis. Carl was only 42 years old.  After a funeral he was laid to rest in Woodlawn Memorial Park. Two years after Carl's death, Louise married Harvey Johnson Howard on July 24, 1964.
