He was born and grew up in Illinois. After graduating from high school in 1975 he enlisted in the Army and spent almost two years stationed in Hawaii, eventually rising to the rank of sergeant in the Infantry. He earned an associate degree from the University of Maryland.

Johnson was honorably discharged from the Army and hired by the San Diego Police Department in January 1980. He graduated third out of 40 in his police academy class.

Officer Johnson was shot and killed in the parking lot of Marian Bear natural park, south of highway 52. His assailant was a sixteen-year-old male who had taken the sheriff department uniform, weapon, and patrol car of his stepfather who was out of town. It was about 1:30 a.m. in the dark parking lot when Officer Johnson pulled up beside the Sheriff's marked vehicle.
