Joseph Phelps was born in Windsor, Connecticut on June 24, 1647, the son of George Phelps and Phillury Randall. He was baptised on July 11. His mother died when he was only one, and his father, as was the custom in those days, remarried within a year. When Joseph was a lad of about 13, he moved with his family to Westfield, Massachusetts. He married in Westfield, on June 26, 1673, Mary Porter. Joseph and Mary had five children. By 1680, after the Indian troubles, his family, along with his father-in-law John Porter and others, had returned and settled on the east side of the Great River across from Windsor. Mary died at East Windsor on January 10, 1682.

Joseph then married Hester Hosford, daughter of John Hosford and Phillury Thrall, who was born in Windsor in 1664. With his second wife he had four children, including Abigail. Joseph died intestate in 1695, probably in the late summer, as Hester was appionted administratrix on September 2, 1695. His estate was worth, at the time, almost 500 pounds. The record of his estate contains a list of his children, and their ages.
