Born in North Smithfield, Rhode Island, Arthur moved to Champaign County, Ohio with his parents and siblings in the 1820's, where he married Matilda Faurot in 1826. By 1830, they had moved to Salt Rock Township, Marion County Ohio where they built a large brick home, formerly known as the Lapham Brick, in 1836. It still stands, although in poor condition.

In 1849, shortly after the wedding of his daughter Cynthia to Emery Brewer, he and seven other men set off for the gold fields of California. He and two companions drowned there in 1850 while crossing a river. His burial location is unknown.
