Born in Lewis Township, Union County, Pennsylvania. While at Mifflinburg High School, Wilmer was awarded the prestigious "Keystone Farmer" Degree by the Pennsylvania FFA in 1938. He attended Penn State and studied agriculture education, for one semester, until funds ran out. He then worked for a year in the Philco Radio cabinet works in Mifflinburg, PA, before joining the Army in January 1940, which he then made a career.

He was a Master Sergeant and 1st Sergeant during most of WW II (preferring "Sarge" to his given name), serving in the Corps of Engineers as a topographic engineer at Fort Belvoir, VA and then in the Pacific Theater. He was in the Armies of Occupation in both Japan and Germany, returning to the US before his retirement after 20 years as a Chief Warrant Officer, W-3, in January 1960.

Shortly thereafter he joined the Civil Service, going to work for Army Map Service (which later became Defense Mapping Agency and is now NGA) in the 1960s & 1970s where he worked on the Lunar Orbiter mapping of Moon for the Apollo missions, including the landing of 1st man on the moon, and the Mariner mapping of the planet Mars. He retired a second time in January 1980 with a total of 40 years federal service.

He was a 32° Mason from the Tokyo Lodge, Tokyo, Japan, and a member of the Samuel L. Derby Post 556 of the American Legion in Frewsburg, NY, and an avid reader and stamp collector.

Rhoda and Wilmer had two sons and one granddaughter.
