Civil War Union Army Officer. He was commissioned 1st Lieutenant and Regimental Quartermaster, Field and Staff, 4th Delaware Volunteer Infantry on June 12, 1862. He served with the regiment until he was transferred to the United States Army Quartermaster Department on August 19, 1862, and was commissioned Captain, Assistant Quartermaster, US Volunteers. He then served until honorably mustered out on May 31, 1866.

He unsuccessfully ran for Wilmington, Delaware Mayor in 1878. He was employed up to the time of his passing as a assistant in the Immigration Office at Ellis Island, New York Harbor, New York.

He filed for a US Army Invalid Pension on July 14, 1890 (Application #907696, Certificate #668559).

On February 18, 1898 his wife, Rebbecca H. Gallagher, filed for a US Army Widow’s Pension (Application #670833, Certificate #478447, DE).

This monument is erected by friends in Delaware & California, who love and revere him and is sacred to the memory of Capt Chas. H. Gallagher, Born May 1, 1823, died Feb'y 10, 1898. A devoted Christian, a loyal patriot, a faithful friend. "Forgetting those things which are behind and reaching forth to those things which are before, I press toward the mark for the prize of the high calling of God in Christ Jesus." Phil 3.13.14 "Soldier of Christ, Well done! Praise be thy new employ, The battle fought, the victory won, enter thy Master's Joy."
