Fred was the son of William Hendricks "Henry" Scroggins and Lutte Belle Willis. Married to Jessica "Jessie" Bart Rowland in 1921. He was a Corporal in the Army in the 162 infantry company D and was in France in 1918 according to the Army transport service. He and Jessie had 7 children Elbert Lee, Wilford Gene, Mary Frances, Betty Jane, Martha Helen, Fred Jr and Dorothy Ann. They lived and raised their children at 3306 Rogers Street in Covington Ky.
