Edmund Halley was born in Kentucky, and came to California as a young man. His first teaching position was at Mount Tamalpais Military Academy at San Rafael, and after a few years he transferred to nearby Hancock Military Academy. He accepted the principal position at Orestimba High School in Newman in 1911, and then a similar position at the Patterson Union High School in 1921. He was in his 15th year as principal at Patterson at the time of his death.

Halley also participated in numerous community organizations. He was named a director on the Chamber of Commerce not long after his arrival, a position he held until his death. He was a past master of the Patterson Masonic Lodge and a member of the Scottish Rite body. He previously held the position of chairman of the County Board of Education.

On the day his death, Halley was visiting the office of Dr. Ernest G. Allen, who also happened to be a school trustee. Allen examined him after Halley complained of feeling funny, and finding nothing wrong, warned him to be vigilant. The first attack hit around midnight, but it appeared to be a false alarm. The second attack proved to be fatal, as the doctor was absent and efforts to resuscitate him with fire department apparatus proved fruitless.

Halley was survived by his wife, Martha Halley, two brothers, and two sisters.
