He was a native of Tannersville, Va., played professional baseball in the Los Angeles Dodgers and Washington Senators organizations, worked at the N.C. Department of Transportation in Raleigh and retired at Uwharrie Point. [He played for the Dodgers from 1955 to 1962 and for the Senators from 1963 to 1965]. Surviving are wife, Annette Morand Penland; son, Dr. Christopher Penland; sisters, Dean Gorsuch, Audrey Harner, Carol Morand and Judy Thompson; brother, Robert Penland; three grandchildren.
Joe was cremated and his ashes is buried in the same plot as his wife Annette.
