Elmer Raymond Rumsey and Mary Alice Harris were born and reared in Nebraska. They married in 1924 Council Bluffs, Iowa. Elmer, Mary, and their infant son headed west in late 1926. They settled in Southern California's Orange County, making their home in Santa Ana. In 1930 they lived at 602 East 4th Street and in 1940 they were at 2001 Hickory St. They had four sons and a daughter, all but the eldest son were born in Santa Ana:
Raymond Elmer (1926-1990)
Beverly Marie (1927-2004)
Richard Carl (1928-1992)
James Lee (1932-2010)
Donald Ralph (1936-1997)

The family struggled through the Great Depression which began in 1930. A major earthquake, centered in Long Beach, caused damage throughout the area in 1933. In 1938 devastating floods hit Orange County.

In the early 1940s the Rumseys moved to nearby Costa Mesa and lived at 583 Plummer Street. The children attended Newport Harbor High School in Newport Beach. Costa Mesa did not have a high school of its own until 1958.

Mary Rumsey was admitted to Santa Ana Community Hospital in July, 1945 for a hysterectomy. She developed an infection and died five days later.

Elmer Rumsey married Pauline Ora Walker. The marriage ended in divorce. Elmer worked as a machinist for forty years, his last employer was Cla-Val, a valve manufacturer. Cla-Val Co. opened a plant at 1701 Placentia Avenue, Costa Mesa, in 1954 and continues operations at the site today. Elmer was living at 666 West 19th Street, apartment #513, when he died of heart disease in 1970. His death occurred at Orange County Medical Center in Orange.
