Gail was born in Illinois to Dr Benjamin Nicholas Watt and Hallie Britt Watt. She attended the University of Illinois at Champagne-Urbana where she was a member of Delta Delta Delta sorority. She married in 1916 and moved to Ca. After her husband, J. Elmer Laws died, leaving her with 3 small children, she moved back to Illinois for several years. Returning to Ca, she was a school teacher for many years. She moved to Arizona at age 91
