It is with love that we celebrate and honor the life of our dear Jeffrey Maughan Maclure, who passed away on March 17, 2012. He was born on October 9, 1952, in San Rafael, CA. At age 12 he and his family moved to Massachusetts. His professional career took him to Maryland, and his work in Washington, D.C. Jeff lived an accomplished and successful life that included numerous professional achievements, exotic travel and outdoor adventures, significant and meaningful friendships, and above all, precious time with his beloved family.


Jeff's multiple interests and skills were evident in the academic education he received. He obtained a BA degree from the University of Massachusetts, Amherst, in Pre-medical studies and Asian Studies, and pursued his interests in international affairs at The Fletcher School of Law and Diplomacy at Tufts University, where he earned the degree of Master of Arts in Law and Diplomacy.


Jeff achieved professional notoriety through his acceptance as a lifetime member of the International Academy of Astronautics (IAA), as a member of the International Institute of Space Law, his work on the Global 2000 Report with the U.S. Council on Environmental Quality (CEQ) and U.S. Department of State, his many years of service at the National Oceanic and Atmospheric Administration (NOAA) and as a career government officer at the State Department, and for his work on Earth satellite technology and international space law. Through his leadership and skilled diplomacy at many international conventions and conferences, Jeff gained the respect, admiration and personal friendship of his colleagues worldwide. He was known as a very kind and sensitive person who was willing to help anyone to the fullest extent.


In addition to his professional and international accomplishments, Jeff's many personal interests included Asian art and history, his collection of distinctive and multicultural art objects, his love of the outdoors and activities such as fishing, archery, sailing, and coastal navigation, his early involvement with the Boy Scouts and his pride in becoming an Eagle Scout, and his membership in the Izaak Walton League, where along with other activities, he helped plant trees and promote environmental protection.


Jeff took every opportunity to learn and experience more of the world, both for his work and for pleasure, and his travels took him to Europe, Asia, South America, Africa and Australia. During college he participated in the Japanese Government's Hokkaido University summer Intercultural seminar in Japan, and later lived again in Japan for a year teaching English to young professionals. He lived in France and became fluent in the French language. During one of his more recent travels, he visited Scotland and explored his Scottish heritage, participating in the rich tradition of music, song, and dance of that culture. Just this past fall of 2011, Jeff accepted his lifetime membership in the IAA in Cape Town, South Africa, where he took great pleasure in exploring the city and spectacular natural sites.


Through his varied and engaging interests, both near and far, Jeff made many dear friends, several of whom became lifelong companions and who he was proud to call his closest friends. He will be remembered by his longtime buddies Bill Marden, Mike Rabbitt and Steve Sacks, as well as dear friends Anita Byrd and Van.


Above all, Jeff was a generous, sensitive, and compassionate man who loved his family intensely. He was cherished by his father, Richard Willey Maclure, who passed away in 2005, and will be remembered and loved by his mother, June Maughan Maclure, sister Susan Willey Fitts and her husband Casey Fitts, sister Holly Hansen Maclure and her husband Paolo Ciccone, nieces Jessica Fitts and Molly Fitts, and nephew Tyler Fitts. Jeff is also survived by his many beloved aunts, uncles, and cousins, each of whom he treasured individually and loved as family, friends, and mentors. He also leaves behind many caring in-laws of his sister Susan.


Jeff's loving and dynamic personality brought joy to all of us. The enjoyment of life that he encouraged, the dreams that he inspired, his love of adventure, the exceptional contributions he made to this world, and the unique influences that he had on each of our lives will be parts of Jeff's spirit that will last forever.
