Duncan was the son of John and Ellen Brooks. He also had a brother and sister with whom he was living in 1910 in Reed Plantation, Aroostook, Maine. His brother was Leonard Brooks and his sister's name was Sarah Washburn (who was married to Ernest Washburn). Duncan enlisted in the military on July 26, 1917 in Illinois. According to his death record he worked as a painter. There is a note in the death record that says that he lived only 3 months and 4 days "in this place."

Served with Company D. of the U.S. Army's 132 Infantry Regiment.
