Stover was the first child to Jephthah Clark and Tammy Goss Clark, of nine children. He had two sisters, Louise and Frances, and six brothers, Sydney, Nathan, Prentis, Frederick, Benjamin, and William.

The lure of riches in California, Stover boarded a ship and sailed around "the Horn" in 1851. Minerals and mining held his interest for the better part of his life.

1876, The summer that Custer fought at Little Big Horn, on 1 Oct 1876, Stover married Vesta Allen in Camp Grant, Humboldt County, and between them, they had two children, Duval Clark and Alice B Clark.
