He was the son of Carlos H. Tanner and Carol Baker Tanner Cansler.
On August 27, 1960, he married Mary Ann Swank at St. Francis de Sales Church at Newark, Ohio.
They were the parents of two children.
H.C. Tanner was born on June 28, 1930, in Thatcher, Arizona, the son of Carlos and Carol Baker Tanner. His twin brother was named C.H. Tanner. They were only known by their initials. After graduation from high school in 1948, he entered Arizona State College (now university) in Tempe on a football scholarship. He entered the United States Military Academy on July 5, 1950 with a Congressional appointment. After graduation in 1954, he chose the United States Air Force and entered basic pilot training at Marianna, Arizona. He flew B-29 bombers and later the B-47. On August 27, 1960, he married Mary Ann Swank of Newark, Ohio. He was awarded the Air Force Commendation Medal after serving as Aide to the Commanding General of Ballistic Missile Defense. He then attended the University of Chicago where he earned an MBA in 1963. Another Commendation Medal honored his service with the Ballistic Systems Division from 1964 to 1966. In 1967, he graduated from the Armed Forces Staff College. During the Vietnam War he was with the 553rd Squadron at the Korat Royal Thai Air Force Base, where he flew and commanded EC121 Sup Constellation aircraft. During his combat service he was awarded the Distinguished Flying Cross, three Air Medals and another Commendation Medal. After Southeast Asia he was assigned for three years to the Office of the Joint Chiefs of Staff. While there he was awarded the Meritorious Service Medal. He monitored the Minuteman Program in 1973 and from 1975 to 1977 was Deputy Director of Engineering for Ballistics Systems Division. In 1977, he retired. He was hired as Business Manager of the Chino, California Unified School District in 1979. He reorganized his department and audited all accounts. During his time there was an increase in students and he monitored the construction of a high school, a middle school, three elementary schools, a new maintenance and transportation facility and a remodeled district office. After leaving Chino he served as Associate Superintendent of the Orange County Unified School District. In 1986, he was hired as Assistant Superintendent of Business in the West Covina Unified School District for three years. He then returned to Chino with a new title and salary contract. He earned a Master of Science degree in school administration at the University of Southern California. In 1993, he retired from the education profession due to illness. On September 27, 1999 he died in Irvine, California.
