She was born in Arcadia on November 17, 1928 and had been a resident of Zolfo Springs since 1950 upon moving from Arcadia.
Nell was a Baptist and served as a member of the Hardee County School Board from 1970-1978. She worked in the family business of citrus and cattle ranching.
She was preceded in death by her husband, I. P. "Top" Barlow, five brothers, and parents, John Dexter Kelly and Nell Mattison Kelly.
Survivors include five sons; four grandchildren; and three great-grandchildren.
Visitation was held on Saturday, December 14, 2013 at Robarts Garden Chapel from 6-8 p.m. Graveside services and burial were Sunday, December 15th at 1:30 p.m. at New Hope Cemetery.
