I've been doing deeper research on Joe and Lola Whitaker (my Maternal Grandparents) and looking at the Census records I doubt he ever lived in the town of Monterey. His Father was a farmer, so I'm sure that they lived out in the Rural Area of the Monterey area. So, he probably used Monterey as the town of his birth, since they probably lived close.
