Recently discovered marker. After several tries I concluded it reads Louis Whelan. Looks to list middle initial also, possibly an A. The date which is also a bit of a guess is 1856.
Looking through D.C. Newspapers I did come across a July 17th, 1851 Daily Union article pg 3, that mentions a Louis Whelan.
Parade from ''National Hall'', ''Washington Seminary'', ''Infantry Band under direction of...'' mentions from Seminary corner of 9th to E, E to 6th, Louisiana Ave thence to the Hall.
Hope to confirm this is correct in the future.
