Harriette Roberta Atkins was born March 5, 1920 in Washington, D.C. She was the daughter of Edwin Henry and Marion R. Sykes. She graduated Lynn English High School in Lynn, Massachusetts in 1936. At 16, she supported herself and her widowed mother by working as a bulb winder at Champion Lamp Works in Lynn.

She met the love of her life, Donald Flake Atkins, in 1936 and they married July 3, 1940. After the war, she and her husband moved to Winters, Texas where they ran a café for over a year. The next year, they moved to Ballinger, Texas.

She worked for many years at Runnels County Abstract Co., supported her husband as the wife of a Sheriff for 28 years, and raised three children; Donna Lorraine, Gary Edward, and Randall Wayne Atkins.
