Peggy Ellen Witten was born to Dewey Thomas Witten, a coal miner, and Ora Ellen Scott Witten, a homemaker. She was the youngest of five children, Sonya, Richard "Dickie", JoAnn, Meda, and Peggy. She was born at home in Bishop, VA and was delivered breech by a coal camp and almost didn't survive. She grew up in Bishop and attended Bishop Elementary School. Peggy graduated from Tazewell High School in Tazewell, Virginia in 1955.

Peggy married James Corbin Ramey on September 1,1956 in Adria, a small rural community near Tazewell, Virginia. They had four children, Pamela Sue (born September 1, 1958), Donna Ellen (born September 5, 1959), James Corbin, Jr. "Jimmy" (born January 8, 1964), and Jennifer Lynn (born September 2, 1973). James and Peggy's marriage ended in approximately 1984 by divorce. She lived in Tazewell all of her life until she moved to Bluefield, Virginia during her divorce.

Peggy suffered a massive heart attack and was taken to Bluefield Region Medical Center in Bluefield West Virginia on January 14, 1993. She was transferred to Roanoke Memorial and suffered brain stem death and died on
January 21, 1993. At the time of her death, she lived in Bluefield, Virginia with her youngest daughter, Jennifer. Peggy was President of the Bluefield Virginia Women's Club and a volunteer at Westwood Nursing Home.

Peggy will always be remembered for her great home cooking, the love she had for her family, and her service constantly provided to the community. She was a true lady and was known for her sweet nature and dedication to her family. She was a homemaker during her adult life and was known for keeping her house spotless and well organized. She also loved tending to her flowers. She was also a great caregiver to the precious dogs had throughout her life including Sandy, Sam, and Kayla.

God needed a special angel and Peggy was chosen to enter Heaven much earlier than her family expected.
