She was born in Charleston, a daughter of the late Samuel O. and Eva Winfree Midkiff. JoAnn graduated from Dupont High School, was a member of Wayside UM Church of Vienna, and the Vienna Woman's Club. She had been employed by Amherst Coal Company and was a pre-school teacher.
She is survived by her daughters and their husbands, Lisa and Donald Collins of Hurricane and Linda and Paul Powers of Atlanta, GA; grandchildren, Leslie Collins of Hurricane, Jill Collins or Hurricane and Thomas Powers of Atlanta, GA; and several nieces and nephews.
In addition to her parents, she was preceded in death by her husband, Thomas J. Bays, infant son, George O. Bays; brother, William Otis Midkiff; and sister, Martha Midkiff Kemp.
The funeral service will be conducted at Bartlett Burdette Cox Funeral Home at 11 a.m. Tuesday, November 6, 2007. Burial will follow in Sunset Memorial Park.
