Jesse Newton Gallagher brought honor and distinction to himself and to his Lodge during the years of his residence in Waco.
He was born near Tipton, MO and received his education in the private and public schools of the state. He came to Waco on Sept. 30, 1882 to become the first Principal of Waco school, then a 4 room establishment. In 1883 he was elected the first Superintendent of the Waco Public School System. He resigned from that position June 30, 1888. Having studied and read law since before coming to Waco, he was examined and admitted to the bar before Judge Eugene Williams on Dec. 12, 1888.
His career as a lawyer and Judge was long and successful. Among his law partners were Joe W. Taylor, Sam E. Stratton and Tom McCullough.
He was 3 years Justice of the Peace, and for 2 terms (1896-1900) County Judge. In 1921 Gov. Pat M. Neff appointed Judge Gallagher to the Commission of Appeals of TX, on which he served until 1923, when Gov. Neff appointed him Chief Justice of the 10th Court of Appeals, a post he held for 17 years, until 1940, when he resigned due to poor health.
He went to LosAngeles, CA to the home of his son, where he died.
