From 1938 - 1942, Bowles was Dean of Houston College for Negroes, now Texas Southern University. He joined the Army in 1943 as was sent to Meharry Medical School where in 1945 he finished first in his graduating class. Upon taking the pediatric medical boards, he scored highest in the United States and was licensed to practice on 47 of 48 states and South America.
Upon returning to Houston, he was opened a medical practice, was Physician-in-Chief for Harris County's Settegast Health Clinic, and Physician for Texas Southern University.
