Barney was son of J. Nicholas Jacobs & Anna Schneider. He married Anna Marie Wittman on July 10, 1888. Parents of 9.

He lived a long time in Uniontown, Washington. While in Uniontown, Washington, he played a baritone in the Uniontown Military Band in 1886. After his brother, Peter died in 1895, he bought the saloon from Peter's widow in 1898. He was partners with his brother George & Joseph Portz. Joseph Portz bought them out in 1899. Barney was a councilman in Uniontown in 1899 and the first mayor in 1900-1901. He lived in Lewiston, Idaho in 1910. Some time during the 19 teens, he & his family moved to Big Timber, Montana. Family lore states that either farm failure or sheer wanderlust dictated the frequent moves. At some point, he moved to Napa, California, where he lived out the rest of his life.
