He was a practicing lawyer in Edgecombe County in the 1890's.

On March 18, 1893 he married Laura Blake-Boykin-Dancey of Noxube, Mississippi. (July 15, 1869 — July 1, 1930) Laura was the daughter of Dr.Edwin Dancy Boykin of N.C. (b; 1833, d; 1873) Mobile, AL and Mary J. Cromwell (b; 1838 AL, d 1873) Miss. Laura passed away in Mobile, AL. She is buried next to her son, Joseph Henry Baker III in Pinecrest Cemetery in Mobile

Their marriage took place in Battleboro of Edgecombe County, North Carolina.

They had two sons, Joseph H. born in January 1894 and Boykin born on May 1896. He was elected to the office of Mayor in 1898. He served in office from May 1898 to May 1901, dying while Mayor. Before the turn of the century he rented a farm on Lexington street of Rocky Mount. He was paying on 1,270 acres (valued at $3,000) on the north bank of the tar river, most of it being mortgaged.
