Mrs. Roe made her home in Graniteville, S.C., when her late husband retired from the Navy in 1961. She worked at Fort Gordon, Augusta, Ga., for many years. Phyllis returned to Maine to be closer to her family in 2008.
Mrs. Roe was predeceased by her husband, Herbert W. Roe; her brothers, Vincent Campbell and his companion, Leola Sperl, Alden, Richard, Leon, and Norman "Bobby" Campbell, and her sister, Arlene Carney.
She is survived by her brothers, David Campbell and his wife, Madeline, of Augusta, and Phillip Campbell and his wife, Joyce, of Windsor, along with several nieces and nephews in Alaska, Florida, Maine, Oklahoma and South Carolina.
