Biography: (By Delores Ann Gilmore [Perry].).
Boyhood years spent at Harrisonburg, Rockingham County, Virginia. He came to Ohio in 1827, he returned to Virginia and was married there.

After marriage they resided at Staunton, Augusta County, Virginia until 1838, where Anna and George were born.

In March of 1838, they came to Portsmouth, Scioto County, Ohio, whereafter they resided, except for a brief period of residence in [Brushcreek Township,] Highland County, Ohio (cared for mother and land following death of father).

He was a contractor and a builder and many of the larger and finer buildings erected in Portsmouth from 1840-1874 were his work; including First Presbyterian church, All Saints, the two Catholic churches, the Massie Block, and the George Davis residence.

William Newman

was born at Salem, Roanoke County, Virginia, on the nineteenth of
January, 1807, the son of William and Catherine Ott Newman, who had
removed from Virginia to Pennsylvania. His boyhood years were spent
at Harrisonburg, Virginia. He came to Ohio in 1827, and cast his first
vote at Newark, Ohio, for Andrew Jackson for President. He returned
to Virginia, and on the twentieth of February, 1834, was married to
Catherine Ott Williams, of Woodstock, Shenandoah County. They re-
sided at Staunton until 1838, where Anna M. (now Mrs. Joseph G. Reed)
and George O. were born. In March of the latter year, they came to
Portsmouth, where they resided ever after with the exception of a brief
period of residence in Highland County in 1841. Five children were
born to them in Ohio - William H., James W., J. Rigdon, Charles H..
and Hervey C, who died in infancy. The others still live except Rev.
Charles H. Newman, who was an ordained minister of the Episcopal
Church. He was sent as a missionary to Japan in 1873. For years his
health was impaired ; he retired from the ministry and died in St.
Augustine, Florida, May 30, 1887, where he had gone with his wife to try
the effects of its mild climate.

William Newman was, by occupation, a contractor and builder, and
many of the larger and finer buildings erected in Portsmouth from 1840
to 1874 were his work, including churches and school houses. Among
these are the First Presbyterian Church, All Saints, the two Catholic
Churches, the Massie Block, the George Davis residence and many others,
others.

Mr. Newman served as a member of the Portsmouth board of educa-
tion several terms, and for a number of years, was an active member of
the city council. In 1847, he was the Democratic candidate for the state
legislature from the Lawrence-Scioto district, these two counties then
constituting one legislative district. In 1859, he was elected to the Ohio

senate from the seventh senatorial district, composed of Adams, Scioto,
Pike and Jackson counties. He served in the same senate with Garfield,
who afterward became illustrious in the nation's annals, and although
differing radically in politics, a warm personal friendship sprang up be-
tween these two men, as a correspondence several years after, testified.
He died in Portsmouth on the twenty-third day of July, 1847, aged 67
years.

William Newman was a man of strong character and earnest con-
victions. To any cause that he espoused, he stood true to the end. He
believed in the principles of Jefferson. Madison and George Mason, of
his native state. He was a Virginian in all that the word implies, and
the doctrines sought by its early statesmen and leaders were implanted
deep in his heart. He was noted for his honesty. Integrity was the
very corner stone of his character. As his old friend, the well known
editor, Walter C. Hood, once wrote, "William Newman is an honest
man, a strong stocky man of the people. He would rather stand up,
assured with conscious pride alone, than err with millions on his side."

"Peter Kaps was three years old when the family located in Ports-
mouth, and while growing up on the homestead above mentioned, at-
tended school whenever opportunity offered. It is recalled that he sat
in the same seat at school with Jim Ashley, who afterwards rose to
prominence as governor of Ohio. Miss Elizabeth Waller was their
teacher. Besides school attendance Peter Kaps worked for Daniel
Parshley at farming and bricklaying, and served a full apprentice-
ship at bricklaying with Hon. William Newman, a brother of George
Newman. The bricklayer's trade was his vocation until the breaking
out of the war."

"Reuben6 Newman, Mrs. Reed's grandfather, married Catharine Ott. Coming with his family to Ohio in 1840, he bought property in Highland County, where his death occurred during the same year. His widow survived him for a long time, living to be ninety-four years of age. William Newman was one of the early pioneers of Scioto County, and for many years a prominent resident of Portsmouth. A more extended history of his life may be found on another page of this volume, in connection with the sketch of his son, George 0. Newman."

"Mr. Reed married, November 16, 1865, Anne Maria Newman, who
was born at Staunton, Virginia, a daughter of William and Catherine
(Ott) Newman. Mrs. Reed is a lineal descendant of the immigrant
ancestor, Thomas Newman, the line of descent being as follows:
Thomas,1 Thomas,2 Alexander,3 Thomas,4 Alexander,5 Reuben,6 Wil-
liam,7 and Anne Maria,8 Thomas1 Newman, born in England in 1620,
was but fifteen years old when, in 1635, he came in the brig "Joanna"
to America, and located in Virginia, where he spent the remainder of
his life. Thomas2 Newman was a life-long resident of Virginia, dying
there about 1705. Alexander3 Newman spent his earlier years in Lan-
caster, Virginia, where the stone mill he erected is said to be still stand-
ing. He subsequently removed with his family to Culpeper County.
Thomas4 Newman married Eliza, daughter of William Morton of
Orange County, Virginia. Alexander5 Newman married Frances
Bowen, daughter of Andrew Bowen."

1849: Book - "A Standard History of the Hanging Rock Iron Region of Ohio", Vol. 1, p. 183: "THE SECOND STREET SCHOOL, BUILT"
"In 1849 the school authorities contracted with William Newman and J. W. Perdum to erect a building on the school lot at the corner of Second and Chillicothe. This was completed in 1850, at the cost of over seven thousand dollars. It was a substantial structure of twelve rooms and relieved the school congestion for some time."

They have all gone to church & left me to take care of the house. Mrs. Jacob Jones died earl Friday at 4. P.M. & was buried this afternoon & 4: she had been sick of consumption 3 or 4 months.

born to them in Ohio - William H., James W., J. Rigdon, Charles H..
and Hervey C, who died in infancy. The others still live except Rev.
Charles H. Newman, who was an ordained minister of the Episcopal
Church. He was sent as a missionary to Japan in 1873. For years his
health was impaired ; he retired from the ministry and died in St.
Augustine, Florida, May 30, 1887, where he had gone with his wife to try
the effects of its mild climate.

William Newman was, by occupation, a contractor and builder, and
many of the larger and finer buildings erected in Portsmouth from 1840
to 1874 were his work, including churches and school houses. Among
these are the First Presbyterian Church, All Saints, the two Catholic
Churches, the Massie Block, the George Davis residence and many others,
others.

Mr. Newman served as a member of the Portsmouth board of educa-
tion several terms, and for a number of years, was an active member of
the city council. In 1847, he was the Democratic candidate for the state
legislature from the Lawrence-Scioto district, these two counties then
constituting one legislative district. In 1859, he was elected to the Ohio

senate from the seventh senatorial district, composed of Adams, Scioto,
Pike and Jackson counties. He served in the same senate with Garfield,
who afterward became illustrious in the nation's annals, and although
differing radically in politics, a warm personal friendship sprang up be-
tween these two men, as a correspondence several years after, testified.
He died in Portsmouth on the twenty-third day of July, 1847, aged 67
years.

William Newman was a man of strong character and earnest con-
victions. To any cause that he espoused, he stood true to the end. He
believed in the principles of Jefferson. Madison and George Mason, of
his native state. He was a Virginian in all that the word implies, and
the doctrines sought by its early statesmen and leaders were implanted
deep in his heart. He was noted for his honesty. Integrity was the
very corner stone of his character. As his old friend, the well known
editor, Walter C. Hood, once wrote, "William Newman is an honest
man, a strong stocky man of the people. He would rather stand up,
assured with conscious pride alone, than err with millions on his side."

"Peter Kaps was three years old when the family located in Ports-
mouth, and while growing up on the homestead above mentioned, at-
tended school whenever opportunity offered. It is recalled that he sat
in the same seat at school with Jim Ashley, who afterwards rose to
prominence as governor of Ohio. Miss Elizabeth Waller was their
teacher. Besides school attendance Peter Kaps worked for Daniel
Parshley at farming and bricklaying, and served a full apprentice-
ship at bricklaying with Hon. William Newman, a brother of George
Newman. The bricklayer's trade was his vocation until the breaking
out of the war."

"Reuben6 Newman, Mrs. Reed's grandfather, married Catharine Ott. Coming with his family to Ohio in 1840, he bought property in Highland County, where his death occurred during the same year. His widow survived him for a long time, living to be ninety-four years of age. William Newman was one of the early pioneers of Scioto County, and for many years a prominent resident of Portsmouth. A more extended history of his life may be found on another page of this volume, in connection with the sketch of his son, George 0. Newman."

"Mr. Reed married, November 16, 1865, Anne Maria Newman, who
was born at Staunton, Virginia, a daughter of William and Catherine
(Ott) Newman. Mrs. Reed is a lineal descendant of the immigrant
ancestor, Thomas Newman, the line of descent being as follows:
Thomas,1 Thomas,2 Alexander,3 Thomas,4 Alexander,5 Reuben,6 Wil-
liam,7 and Anne Maria,8 Thomas1 Newman, born in England in 1620,
was but fifteen years old when, in 1635, he came in the brig "Joanna"
to America, and located in Virginia, where he spent the remainder of
his life. Thomas2 Newman was a life-long resident of Virginia, dying
there about 1705. Alexander3 Newman spent his earlier years in Lan-
caster, Virginia, where the stone mill he erected is said to be still stand-
ing. He subsequently removed with his family to Culpeper County.
Thomas4 Newman married Eliza, daughter of William Morton of
Orange County, Virginia. Alexander5 Newman married Frances
Bowen, daughter of Andrew Bowen."

1849: Book - "A Standard History of the Hanging Rock Iron Region of Ohio", Vol. 1, p. 183: "THE SECOND STREET SCHOOL, BUILT"
"In 1849 the school authorities contracted with William Newman and J. W. Perdum to erect a building on the school lot at the corner of Second and Chillicothe. This was completed in 1850, at the cost of over seven thousand dollars. It was a substantial structure of twelve rooms and relieved the school congestion for some time."
