Graduate of West Point in 1833. Died at his residence at 26 Champs Elysees in Paris. He had been commandant of the corps of cadets at West Point from 1842 to 1845, but later left the army and entered into the practice of law in New York. He was appointed one of the Commissioners to adjust claims between American citizens and the English Government under President Pierce, and afterwards became Assistant Secretary of State from November 1, 1855 to April 3, 1857, under William L. Marcy who was the Secretary of State in President Pierce and Buchanan administrations.

He was the son of Isaac Thomas and Asenath Houston.
