Born to David Foley and Anna Burk Dougherty. Margaret had Immigrated to America from Ireland in the 1850s. She had later went on to marry Charles Joseph Keeney on April 20, 1864. They both had 10 children whose names were Cornalius, Frank, David Charles, George, Rose Anna Grose, James Walter, Mary, Minnie Grice (Widow of Miller), Arthur Joseph, and Julia.
