Research reflects that he was the eleventh of thirteen known children born to Georgia Ridgeway and Robert Hilliard.

By 1900, his father had died and eleven of the children survived. The seven older children (ages 8 to 20) were working in a cotton mill to support the family. By 1910, his mother, Brooks and two younger siblings are living in South Carolina. Brooks and his younger brother, Schley, are working working in a cotton mill.

Brooks entered the U.S. Army on 25 May 1918, and honorably served with Company 1, 324th Infantry, 156 Depot Brigade. The unit saw battle in the Arogonne Forest. He was discharged on 25 Jun 1919.

Online trees provide that he married Martha Strider on 3 Mar 1928, in Danville, Va. The 1940 census finds both living in Greensboro and cotton mill employees.

His obituary in the Greensboro Record (NC), dated November 16, 1946, relates that he died of an apparent heart attack during the night. He had lived in Greensboro the last 16 years and, at time of death, operated a Cafe. He was survived by his wife; three sisters, Mary (Wallace) of Pomona, Ruth (Bulley) of Kensington, Mrs Claude Coffey of Anderson, S.C.; four brothers, Bass, Ben, Joe and Sleigh (sic), all of Anderson.
