Samuel Kemp(e) was born in Billerica, MA to Samuel Kempe and Sarah Foster-Kempe.

His mother's parents were Andrew Foster II and Ann Alcock-Foster. Ann immigrated to Massachusetts with her father, Deacon George Alcock and mother, Ann Hooker (sister of Rev. Thomas Hooker, founder of Connecticut Colony and the city of Hartford)with the Winthrop Fleet in 1630. In 1692, Ann was accused of being a witch by teenage girls from Salem. Ann died in prison awaiting execution in December 1692 before the witch trials were stopped.
