Hibbard was graduated from the University of Wisconsin in 1917.

During World War I, Hibbard served eighteen months in France with the 169th Aero Squadron.

Hibbard married Helen Coates on November 5, 1926 in Detroit, Wayne County, Michigan. They had two children.

Hibbard was active in the University of Wisconsin Alumni Association and was a former president. He founded and was a former president of the Eastern Alumni-Scholarship Foundation and was at one time a member of the Board of Regents of the University of Wisconsin.

Hibbard was twice president of the Millburn-Short Hills Republican Club and was active on its finance committee during various campaigns.

Hibbard was a charter member of the Community Congregational Church of Short Hills, New Jersey and a member of the first Board of Trustees. He was also a member of Guy R. Bosworth Post 140 of the American Legion and Kappa Sigma fraternity.

Hibbard died December 5, 1957 in Short Hills, Essex County, New Jersey. At the time of his death he was retail sales manager of Hayden Stone and Co. of New York City.
