Chalkley W Allman was born in Iowa in 1862. He was the son of Jesse Allman and Esther W Haines Allman. Chalkley was named for his grandfather, Chalkley Haines. The progenitor of the Quaker Haines family migrated to America in 1682 aboard the ship, "Amity."

Chalkley's parents were Quakers and were originally from Columbiana County, Ohio. The Allman family were early settlers of Marshall County, Iowa. Chalkley's uncle, James Allman laid out the township of Le Grand and opened the first store in Marshall County. James was also the first Postmaster. The first school, a Quaker school, was taught by Chalkley's aunt Elizabeth Allman.

Chalkley married Rose L Jones, probably in Kansas in about 1890. They had one son, Jesse Samuel Allman.
