The lineage of Seabury Perkins has been verified using historical records and letters exchanged by Seabury's great granddaughters:

Typed letter written from Emma Perkins Ditto to sister Nell Perkins copy obtained from Dolores Rettberg of Hurley Historical Society, Hurley, SD. (Wording and spacing and side notes indicated as best as possible).

Page 1:
Dear Nell, This is your March Letter, Just for your guess which is as good as mine. I have known or met many of the relatives that you never knew of and tried to get some definite knowledge especially of father's mother's folks but could locate no records.
Father's ancestors on both sides came largely from the early Mas. colonies.Grandpa told me that some of his forebears came on the Mayflower. Then with others of a later generation moved westward to Conn. This was true of his wife' s fore bearers, (Grandpa's wife's [James D. Perkins] name was Catherine Williams-No relation of John or Henry( our brother-in-laws)
Grand father's [James D. Perkins's grandfather] name was Zebediah. Father's name was Zebadian and he married Lucy Storhs(Stores) from Vermont. They moved to Penn. where Grandpa was born and married Catherine Williams and where father was born.
Grandpa had two brothers and one sister Nancy. Trait or Tracy and (and is handwritten in left margin) Chester, The sister Hannah (appears to be written over but Xerox copy doesnt' show clearly) married a man named Hanna.
Chester married young and left one child and I could never find and knowledge further, The child was a son.
Trait was married twice, his second wife being a sister of the first. There was one daughter and sons. I knew the daughter and one one of the boys Orsen lived in Amboy, Ill.
The daughter Amelia married Warren Clink and visited at our place for some time in the late 880's with her son Earl. I met the other two sons in Ill. I also Met Uncle Jim Wellman who must Have married one of Grandma Perkins' sisters. He was a widower and blind. His mind was clear. Father's mother' died when he was about nine. It was the 23rd of Apr. Dad told me about it just days before he died.It was a slush Apr. day and he said it was just like the day his mother died. He could remember it just like it was yesterday. They sent him down the road about a quarter of a mile to tell his grandpa and grandma Williams that his mother was dead.I wrote back to Penn. to find out more but there was no record to be found. Father was born near New Milford , Penn. the town had entirely disappeared. Dad's sister Semelva married Lyman Curtis-three sons-I, Bird, survived. Angeline married Chancy Robbins- 4 children- 2 survived. One died when about grown.

The following ideas were proposed and negated/proved as follows:
Theory 1: Incorrect
One theory is that this is the grave of Zebulon Seabury Perkins born 23 Jan 1792 at Carver, Plymouth, Massachusetts. The son of Gideon Joseph Perkins and Maribah Eaton. Zebulon was one of the early settlers of New Milton. He married Hannah Vaughn and Lucy Storrs. He died at the home of his daughter in Thompson, Susquehanna, Pennsylvania circa 1870.

Rationale for Incorrect Person:
1. This theory does not hold up to scrutiny. There is no Zebulon, Zebediah, etc. Perkins listed in census a census index search from 1790 to 1930 (https://www.censusrecords.com).

Theory 2 - Incorrect.
Seabury Perkins marries Huldah A Vaughan 22 Sept. 1816 in Middleborough, Plymouth, Massachusetts. Yet Seabury seems to be married before 1816 and in PA according to census records and county histories. Theory 3: This has been verified
This is the Grave of Seabury Perkins born 24 May 1788 in Connecticut. He married Lucy Storrs, sister of Cyrenus Storrs and Origen Storrs also of Connecticut. The rationale for this theory is as follows:

1) Stocker, R. M. (1887) Centennial history of Susquehanna County, Pennsylvania. Philadelphia, PA: R. T. Peck. Retrieved from: https://archive.org/details/cu31924028854689
pg 621 indicates that "Among the many other settlers who came here prior to or during the year 1816 were . . . Seabury Perkins . . . who settled on the hill west of the borough . . ." and "The following list of taxables from the New Milford assessment for 1816 will show who were taxpayers here at that time . . .: Seabury Perkins . . . "

This establishes Seabury Perkins coming to PA around 1816.

2) Census/birth records indicate Seabury Perkins as follows:

A) 1788 - 24 May 1788 Peabury Perkins, born to Jabez Perkins and Rebeckah, Groton Township, New London, CT. ["Connecticut Births and Christenings, 1649-1906," database, FamilySearch (https://familysearch.org/ark:/61903/1:1:F74D-2J5 : accessed 10 April 2016), Peabury Perkins, 24 May 1788; citing ; FHL microfilm unknown.]
March 2000 Letter from Town Clerk of Groton, CT Lists children of Jabez and Rebeckah Perkins as: Elisha Perkins b 8 July 1784, Moses. b 23 Aug 1786, Seabury b 24 May 1788, Ephraim b 6 May 1795, Jabez b. 8 July 1797, Lovina b. 16 Dec 1799, Marina b. 30 Dec 1902, and Marvin 21 April 1804.
UPDATE: August 1, 2018. Sylvia Tiala visited the Groton Town Clerk's office in July, 2018 to view the original records. It clearly lists Seabury (with an "S" NOT a "P" being born 24 May 1788 to Jabez and Rebeckah Perkins. The Barbour index is incorrect.

B) 1810 - Seabary Perkins is listed in 1810 in Groton, CT. 1 male under 10 (b. 1800 - 1810, 1 male 16 - 26 (b. 1784 - 1794), 1 female 16 - 26 (b.1784-1794). Seabury does not appear in CT census index after this date.

C) 1820 - Seabury Perkins listed in New Milford, Susquehanna County, Pa. With 3 males under 10, 1 male 26-45 [b.1775- 1794], 2 females under 10, 1 female 15 - 26, 1 female 26 - 45 [b. 1775 - 1794].

D) Nancy, Chester, Tracy, Armina listed as children of Seabury with parents too poor to afford school in the 1823 & 1825 tax lists. This aligns with the Emma Perkins Ditto letter.

E) 1830 - Sebry Perkins listed in Harford Twsp, 3 males ages 15 - 20, 1 male 40 - 50 [1780 - 1790], 1 female 20 - 30, 1 female 50 - 60.

F) 1840 - Ansel and Sebra Perkins listed sequentially in New Milford census. Sebra Perkins household has 1 male 10 - 15, 1 male 20 - 30, 1 male 50 - 60, 1 female 20 -30, 1 female 50 - 60.

G) 1850 - Seabury Perkins listed age 64 (born circa 1786) in Connecticut. H) Lucy Perkins, female, born about 1784 in Connecticut dies age 66 in February of 1850 of Consumption in New Milford, Susquehanna Co, PA From Ancestry.com US Federal Census Mortality Schedules. This fits with Perkins letter. Note that Seabury moves from an independent household to living with Ansel by 1850 providing additional evidence. No definitive proof that this is the link.

I) Esther Belcher is the daughter of Nancy Perkins and Uriah Belcher (pg 1362 in the Commemorative Biographical Record of Northeastern Pennsylvania - https://books.google.com/books?id=Wc0wAQAAMAAJ&pg=PA1362&lpg=PA1362&dq=Nancy+(Perkins)+Belcher,+of+Jackson+township&source=bl&ots=219L1DfpcZ&sig=ACfU3U3qIYJBqYbBDiRPWflzyjrksVSYfg&hl=en&sa=X&ved=2ahUKEwjLsYS5s9XiAhXDzlkKHe7_B4cQ6AEwB3oECAUQAQ#v=onepage&q=Nancy%20(Perkins)%20Belcher%2C%20of%20Jackson%20township&f=false).
