When still a boy, John moved with his family to Virginia, and in 1854 he emigrated to California. He settled in Placer County and began mining. After a while, he switched to the merchandising business and later became a farmer. I

In 1863 at Stewarts Flat, he married Alice Graham, and they were the parents of George E., John S., Thomas H., and Homer C. Mitchell. Early on, John was elected to the office of Constable, and in 1871 he was elected Assessor, a position he held for 17 years. This was followed by 4 years as Deputy Assessor.

At age 61 he died at his home, suffering from a throat ailment which caused terrible coughing spells.

He was survived by his wife, sons, and his brother Berry Mitchell.

Having resided in Placer County for 40 years and being a well-known and popular citizen, his funeral was largely attended with hundreds walking to the cemetery and a line of carriages spanning more than half a mile. Per the obituary prose: "May the future glory of the departed be commensurate with his popularity as a man."
