Billy was the son of the late Eddie and Suwillow Barrett and the grandson of Community Founder, Harrison and Annie J. Barrett. He attended Charles R. Drew School in Barrett Station where he graduated Valedictorian of his class in 1956. A very articulate student excelling in the Forensics and winning many awards for his school in oratory and debate, it was inevitable that jurisprudence would be his field. After graduating from Drew, Billy earned his BA degree from Texas Southern University and received the JD degree from the Thurgood Marshal School of Law at Texas Southern University, Houston, Texas. He passed the Texas Bar exam and was granted a license to practice law in Texas. Billy served the state for nearly forty years in private practice and with the Veterans Administration in Dallas and Waco Texas. Billy has resided in Waco his entire adult life where he met and married his wife Janice.
