Mrs. Lewis Trotter of Omega, New Mexico paid tribute to Jeff in a letter to the editor of a local newspaper:
"Saturday, November 12, in T or C final tribute was paid to one of our country's great Old Timers, Jeff Palmer.
"He will long be remembered as a cowboy, ranch manager and friend to many. Being a gentleman of the old school, he believed a man's word was his honor and that all men were as honest as he. This at times proved to be a costly belief. Never was he known to be bitter toward those who were not so good as he.
"After retiring to his small ranch near Omego he continued to work for others. More often than not he found things to do for his neighbor without being asked. Often he didn't even receive thanks as his good deeds were unknown.
"Many are the people who are saddened at his passing. Another great old man of the Old West, Jeff Palmer."
