Rodney was born in Ogden, Utah. He was the son of Garlin and Shirley Carr.
He attended the Utah State School for the Blind in Ogden. He loved to read and he enjoyed going to the Blind Center and did ceramics and enjoyed them.
Rodney is survived by his parents, two sisters, LynnDee (Randy) Jackson and Lori Ann (Jack) Ryder; six nieces and nephews; nine great nieces and nephews; grandfather, Melvin Summers.
He was preceded in death by a sister, Kristie Crenshaw and his grandma, Pearl Summers.
