Florence was the daughter of Robert Homer Phillips and Sylia Rosella Harvey Phillips.

Florence was married to Lester Earl Benard in Mcleansboro, Illinois on 13 February 1954.

Although the gravestone in Old Shiloh gives both of their names, Lester remarried and is buried with his second wife Meta. He and Meta married on 1 August 1967 in Benton, Illinois.
