He graduated from Holy Cross College, in 1950, from Boston College Law School, in 1953, was admitted to the bar and commenced the practice of law in Portsmouth, New Hampshire. Entering politics, he was legal counsel for the New Hampshire State Senate, (1957 to 1958) and administrative assistant to Governor Wesley Powell, (1959 to 1961). He also was Deputy Attorney General and was Attorney General of New Hampshire, in 1961. In 1961, he was appointed as a Republican to the United States Senate to fill the vacancy caused by the death of H. Styles Bridges, serving until 1962.
An unsuccessful candidate for reelection, he resumed the practice of law, plus was chairman of the board and general counsel of the Portsmouth, New Hampshire, Savings Bank, (1968 to 1988).
